Strategic Initiative #1: Increase access to health insurance for people who would otherwise be uninsured.
Our strongest value is in providing health care to uninsured populations. We think this is the best way to improve the health of the people of San Francisco. We are very proud of all our programs, and especially our innovative expansions to children. We have made headway in giving child care workers access to health care and cover hundreds of in-home support workers. But there still many uninsured people living and working in San Francisco.
We have worked hard to bring insurance to the parents of our young members. We have a City-funded program for parents aged 19-24, but state budget problems have stalled the Healthy Families expansion that would extend this benefit to many more parents. In the meantime, we are actively looking for other opportunities.
Strategic Initiative #2: Improve the quality of the medical care received by our members by focusing on improving HEDIS rates and access to care.
Quality care and access are our “motherhood and apple pie.” We are committed to making sure that our members can take full advantage of their benefits and access high quality health care.
Our emphasis is on preventive care. We work hard to see that our members visit their providers for well checks, get immunizations and learn how to stay healthy. We also work hard to be certain that members with chronic illnesses get the care they need.
We use nationally recognized standards called HEDIS to measure our success in improving the care our members receive. Our scores currently rank among the best in the State and, in some cases, in the country. Yet, every year, we find new opportunities for improvement, and take great pride in our accomplishments.
We also think access to care is a key to quality care. We want to make it easy for members to find a specialist or get an appointment. In a City with physician shortages in some areas, and a highly utilized network of safety-net providers, we need to be creative in our efforts to improve access. We made a great start through an Access Enhancement Fund.
We will continue to take every opportunity we find to make getting care faster and easier for our members.
